P25 Standards Update from TIA TR-8 June Meetings
The Project 25 Technology Interest Group PTIG has published the latest update to the P25 Standards.
This update is based on activity at the most recent TIA TR-8 meetings held June 19-21 in Atlanta GA.
This update is authored by Andy Davis the chairman of the TIA TR-8 Committee and published following each TIA face to face meeting and conference.
New items from the June report:
A revision to the Conventional Interoperability Test standard was approved for ballot
A revision of TSB-88.1-E (Part 1 Performance Modeling) was approved for ballot.
A revision of TSB-88.3-E (Part 3 Performance Verification) was approved for ballot
A revision of the ISSI/CSSI Interoperability Test Procedures for Trunked Voice Operation was approved for ballot.
A revision of the ISSI Recommended Compliance Assessment Tests bulletin was approved for ballot.
A revision of the Security Services Overview document was approved for ballot.
A revision of the Tier 2 Location Service Specification was approved for ballot.
TCP/UDP Port Number Assignments was approved for ballot.
Mobile Data Peripheral Interface was approved for ballot.
CMS Specification for Packet Data was approved for ballot.
Packet Data Host Network Interface was approved for ballot.

NASPO ValuePoint Prepares to Rebid P25 Equipment Contract
The NVP public-safety communications equipment contract, led by the state of Washington, is preparing to rebid the nationwide public-safety communications equipment cooperative contract. A team of procurement and technical experts from multiple states serve on the sourcing team and assist with bid development and evaluation. Their participation continues for the entire term of the contract. Members of the sourcing team represent Washington, Oregon, California, Idaho, Alaska, Utah, Nevada, Georgia and Tennessee.
To ensure interoperability and compatibility, all products offered on the upcoming rebid contract must meet the Project 25 (P25) Compliance Assessment Program (CAP) requirements. Awarded manufacturers may add products in the categories and subcategories they were previously awarded as long as they meet the following conditions:
• Must be in the category/subcategory awarded;
• Must be P25 CAP tested, certified and listed on the Department of Homeland Security (DHS) website; and
• Must adhere to the percentage off-list discount submitted with their bid.
The team will initiate the rebid process in July 2018 with the release of a request for information (RFI). To receive notification of the opportunity, companies must be registered in Washington’s Electronic Business Solution (WEBS)

PTIG publishes April 2018 Update for the P25 Steering Committee Bylaws
The Project 25 Technology Interest Group (PTIG) has published an April 2018 Update to the P25 Steering Committee By-laws as an information resource for the P25 User Community.
Project 25 is a unique user-driven process created to establish current and emerging wireless communications standards that meet the requirements of the public safety community. In this standards development process, Project 25 is directly involved with users and manufacturers. It also involved the development of a partnership with the TIA. Using the TIA Engineering Manual, TIA may develop a suite of technical standards, telecommunications system bulletins and technical white papers that enable the development, manufacture and operation of interoperable Project 25 communications systems and system components that satisfy the Project 25 adopted requirements.
Subsequent to signing the MOU, in 1993 APCO officially changed its name to the Association of Public-Safety Communications Officials-International, Inc. In 2007, NASTD officially changed its name to the National Association of State Technology Directors.
The formal relationship with TIA was established through the execution of a MOU that outlines the responsibilities and obligations of both parties and the framework that TIA and Project 25 agreed to work within.
A key element of the MOU is the clear understanding that the Project 25 Steering Committee may choose to select any standards proposal, telecommunications system bulletin, or white paper as a P25 Standard, but a TIA/Project 25 standard can only be created in accordance with the TIA-approved Engineering Manual, policies, and rules and regulations that coincide with the requirements of the American National Standards Institute (ANSI) process for Standards Development Organizations (SDO).
The Project 25 Standards Process is based on users determining the functionality and critical interfaces that require standardization to ensure interoperability among Project 25 system components produced by any manufacturer. While it is a user driven process, it is done in cooperation with industry to ensure both the expectations and deliverables can be achieved. These functionalities and interface requirements are documented in the Project 25 Statement of Requirements (P25 SOR). The P25 SOR is in turn approved and maintained by the P25 Steering Committee. Formal standard documents are developed, balloted, published, and maintained by the TR-8 Mobile and Personal Private Radio Standards Committee of the Telecommunications Industry Association (TIA).

"Motorola contracted the CAP-recognized personnel from Compliance Testing to perform tests in its Motorola Schaumburg labs April 30 – June 1 and to create the detailed test reports (DTRs) that all participants will use to create their respective CAP documents, said Andy Davis, Motorola’s P25 standards manager."
"Motorola, JVCKENWOOD, Harris, EF Johnson, BK Technologies, Tait, Icom America and GME are confirmed to participate. Testing at the event includes P25 Phase 2 requirements and standards for the Common Air Interface (CAI), and the participants will test FDMA, TDMA and inter-wide-area communications network (WACN) functionality."
